Minneapolis’ city staff are dedicated, hardworking public servants whose contributions make our city run. However, Minneapolis has seen high turnover rates for key departments and leadership positions. The latest personnel report also showed hundreds of staff vacancies, including dozens that have been unfilled for years. We need stability in how we run our city enterprise, including a strategic staffing plan that fills necessary roles and stops wasteful, unchecked spending.
City Hall needs a culture shift—one that strengthens collaboration both inside government and with the public. We need to work together, improve city operations, and create a workplace driven by purpose and connection. Most importantly, we must put community at the center, increase engagement, and ensure residents have the information they need to be part of the conversation.

Ensure open and transparent processes for City contracts to make sure we are spending taxpayer dollars wisely, and not picking winners and losers based on who is the most politically connected. This means requiring clear, measurable selection criteria and making finalist proposals available to the public.

Establish and implement a strategic plan with clear work plans and outcomes, crafted in collaboration with the City Council, informed by demographers, economists, public safety and housing experts, local businesses, and climate experts, and most importantly the community.
Develop clear, actionable work plans for every City department that align with our strategic plan and the bi-annual budget cycle. Each department will have performance management systems with measurable goals, ensuring we can track progress, make data-driven adjustments, and keep moving forward. By aligning resources, priorities, and accountability, we’ll improve service delivery, drive real outcomes, and build a city government that works better for everyone.
Create a culture of collaboration between the Mayor’s office and City Council. I am proud to have worked with every single Council Member, even if we haven’t always seen eye to eye on every issue, because progress requires partnership.
We need strong internal audit functions so residents don’t have to take the Mayor’s or City Council’s word during critical moments. Transparent, independent oversight should be built into our system, ensuring decisions are reviewed, spending is tracked, and accountability isn’t optional—it’s expected. True leadership means welcoming scrutiny, not avoiding it.
